Full Job Description

Bolton Council has an exciting opportunity to join its Community Safety function in the Adults, Communities, and Integration Directorate. Reporting into the Head of Community Safety & Neighbourhoods the role will provide exemplar leadership of improving system responses to domestic abuse based on authentic voice.

The postholder will develop strong relationships with system partners to lead the development and delivery of work programmes aligned with local, regional, and national strategies, including the statutory requirements of the Domestic Abuse Act 2021. The postholder will provide strategic expertise and advice to Members, Senior Managers, and Strategic Boards across the borough taking a lead on the development of the Domestic Abuse Partnership Board. The postholder will provide leadership of Domestic Homicide Reviews ensuring learning is embedded into the local system., This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English as per the person specification.

  • Expert knowledge of domestic abuse and how this informs policy development and strategic responses.


  • Ability to think and act strategically to develop practical, innovative and creative solutions to strategic and complex issues.


  • Experience of working in complex partnerships settings across public, private, voluntary and community sectors, which have resulted in service delivery or organisational change.
