Full Job Description

The California Department of Public Health (CDPH) is currently hiring for an Accounting Administrator I (Specialist) within our Financial Management Division (FMD). In this role, you will serve as a General Ledger Fiscal Data Specialist.

FMD is responsible for the preparation, analysis, and management of the Department's budget; maintenance of accounting records and financial data; and acting as the liaison with the Department of Finance, the Legislative Analyst's Office, Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department. FMD provides the accounting and budget support necessary to maintain a financially strong enterprise.

We are looking for someone that can apply accounting principles and procedures to perform daily accounting functions effectively and accurately and can analyze data and draw sound conclusions to accurately process and interpret accounting information., Monitor, track, and reconcile expenditures and the revenue for state funds and independently review, monitor, research, and analyze Month-End Close (MEC) reports and queries using other budget, accrual, and other reports to identify reconciliation items, abnormal balances, expenditure authority issues, and over/under obligations
Review and monitor pending cash items, outstanding transactions not sent to the general ledger module, and transactions with suspense entries for submission of tickets to Fiscal Service Center as required
Monitor and ensure transactions are properly reversed and reclassified to the ultimate funding sources; monitor, track, and assist staff with the funds' reconciliation items; work closely with control agencies on transaction corrections; follow up with staff for the creation and processing of correction journal entries (JEs); and review staff JEs for valid chart fields before posting into the system
Prepare and apply specific naming convention for the State Controller's Office (SCO) Tab Run and various MEC reports using Microsoft Excel to ultimately link the reports with the Microsoft Access database to streamline the reconciliation process for CDPH largest funding sources
Perform special projects independently in the analysis of the more complex data transactions to interpret and project fiscal trends, to identify underlying issues with daily business processes, and to provide evaluation, recommendation to help achieve efficiency for the units within Accounting and Program Sections in accordance with Departmental directives, laws, rules, regulations, legislation
Act as the staff lead for various levels of accounting staff within the Accounting Section to coordinate, direct, maintain, and resolve accounting activities and reconciliation of complex transactions posted within the general ledger module
Prepare the more difficult year-end accruals; review the year-end accruals of multiple professional level accountants; and act as the Department's Liaison with SCO and other control agencies to coordinate and direct the overall year-end information regarding the requirements for year-end activities and Work Plan for the year-end closing process

Minimum of four (4) years of increasingly responsible professional accounting or auditing experience
Ability to apply accounting principles and procedures to perform daily accounting functions effectively and accurately
Ability to analyze data and draw sound conclusions to accurately process and interpret accounting information
Excellent organizational skills to handle multiple priorities effectively
Strong verbal and written communication skills for frequent engagement with control agencies, program staff, auditors, and other internal/external stakeholders
Strong knowledge of the Month End/Year End processes
Intermediate to advanced level skill in Microsoft Excel and Access Database
