Full Job Description

The Tackling Anti-Social Behaviour Manager is responsible for the Council's work on addressing anti-social behaviour, hate crime, serious violence, problem solving and
partnership working to address issues that affect residents in Sutton.

The postholder is responsible for overseeing integrated offender management (IOM), community MARAC's and problem solving meetings to address ASB. The Council's community safety team is based at Sutton Police Station and this role will involve working closely with the Police and other partners and agencies to improve outcomes for residents.

These roles focus on working in partnership with the community to identify outcomes and then to work with third parties and the community itself to design and commission services to best meet the needs of the communities in Sutton. These roles are accountable for the outcomes, but jointly with partners and often with limited direct operational control. In order to achieve outcomes, these roles are required to work collaboratively with others, the most common example being commissioning staff that will monitor local partner activity in order to ensure the delivery of high quality results.

At the lower levels, these roles undertake specific commissioning for discrete services. This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory result to a check of police records via Disclosure and Barring Service (DBS). The Disclosure and Barring Service (DBS) helps employers make safer recruitment decisions and prevent unsuitable people from working with vulnerable groups, including children. It replaces the Criminal Records Bureau (CRB) and Independent Safeguarding Authority (ISA).

Demonstrable experience of working in community safety and/or related work areas (essential).

  • Experience of multi-agency partnership working and achieving shared aims (essential).

  • Experience of managing staff and managing performance (desirable).

  • Experience of managing programmes, projects, commissioning and contracts (desirable).

  • Experience of financial planning and budget management (desirable).

  • Effective analytical, research and problem-solving skills (desirable).

  • Ability to chair meetings, articulate ideas and concepts, and negotiate effectively to achieve successful outcomes (desirable).

  • Strong verbal and written communication skills including the ability to write reports and analyse data (essential).

  • Knowledge of relevant legislation for community safety and the work of Community Safety Partnerships (essential).

  • Good interpersonal skills in order to build sound working relationships with key stakeholders and partners (essential).

  • Understanding of local government, the roles of elected members and officers, and experience of political awareness (essential).

  • Organised and confident self-starter with the ability to adapt, problem solve and think creatively (essential).

    Looking ahead, there are plans for the delivery of new homes and new schools and the London Cancer Hub is being developed, while the Council is also seen as a driving force within the South London Partnership of five outer south west London boroughs focused on strategic growth, regeneration and investment.
