Full Job Description

The post holder will support all aspects of financial management including liaising with budget holders, maintenance of monthly reporting ,assisting with forecasts and budget setting. The Senior Management Accountant will be expected to produce monthly budget statements from the ledger in accordance with the Trust reporting timetables and high quality financial reports and analyses, including non-financial data that identifies and explains directorate variances and trends. They will be expected to be a financial expert for the areas they are responsible, advising non-financial colleagues with business cases, long term planning and complex financial analysis to support operational decision making. They will be able to act autonomously. They should be able to provide financial advice and management accounting support to a number of budget holders. The Senior Management Accountant will be working as part of a team responsible for supporting a number of
Directorates, by delivering a high quality and timely financial management service to all budget holders. The post holder will also be expected to support the Senior Finance Manager as required including forecasting, costing, budget setting and income/expenditure analysis., The post holder will be responsible for providing a proactive management accounting service to the Trust's Surgery division or women, children, cancer and clinical support services. This includes working closely with Senior Managers and Clinicians within the Trust, advising on financial issues and dealing with complex financial matters and
enquiries.
The Senior Management Accountant will be expected to produce monthly budget statements from
the ledger in accordance with the Trust reporting timetables and high quality financial reports and
analyses, including non-financial data that identifies and explains directorate variances and trends.
They will be expected to be a financial expert for the areas they are responsible, advising non financial colleagues with business cases, long term planning and complex financial analysis to
support operational decision making. They will be able to act autonomously.
They will support the finance manager with the directorate's annual budget setting, regular budget
holder meetings and preparing forecasts and performance reports. On occasion you may be asked
to formally deputise for the Finance Manager or Senior Finance Manager in your area.
The post holder is expected to ensure a customer focused service is delivered to the divisions and
provide technical finance support to non-finance colleagues.

STRUCTURE,

  • To generate and produce monthly divisional budget statements and financial reports in

  • accordance with the Trust's agreed timetables and departmental policies and procedures.
  • To investigate variances from plan by interrogating the Trust's financial systems, to

  • summarise and report on these in monthly divisional performance narratives. To ensure
    that effective monitoring processes are maintained to minimise variances.
  • To support the Budget Holders by analysing trends and identifying potential and actual

  • variances through enhanced reporting techniques. You will work with budget holders to
    understand the detailed makeup, and drivers, of their respective financial position and use
    this knowledge to provide bespoke support and advice to development robust forecasts.
  • Responsible for all journals, virements, commitments, recharges to and from NHS and non

  • NHS organisations, and other adjustments to ensure the completeness and accuracy of the
    divisions' financial statements.
  • Monitor processes in the specified divisions to ensure financial controls and adherence to

  • Trust Financial Policies, including SFIs, are applied to the division for both expenditure and
    establishment.
  • To meet regularly with Budget Holders and to provide information and analysis to ensure

  • that financial balance is achieved. This will include supporting the Budget Holder in
    identifying potential cost improvements within their service, providing the financial support
    and expertise for any service development bids that are put forward and where appropriate
    providing support for negotiations with external agencies.
  • To support communication between them and other departments within the Finance

  • Directorate.
  • To oversee the preparation and maintain the staff registers from the payroll data and

  • information and verify these to planned establishment and pay costs. To ensure that Trust

    procedures are followed for completion of staff change forms and payroll amendments.
  • To assist in ensuring that all income sources are utilised and income agreements for SLAs,

  • salary recharges, etc. are signed off in accordance with Trust policy and timetables.
  • To assist the Finance Manager with detailed costings for proposed Divisional developments

  • including capital bids.
  • To ensure that a customer focused service of the highest possible standard is delivered to

  • the Trust including resolving queries from Budget Holders and Managers, in a timely
    manner with minimum supervision.
  • Supervise management accountant staff within the divisional financial management

  • function, ensuring staff are able to meet deadlines and achieve objectives.
  • To undertake any other duties commensurate with the role as directed by the Head of

  • Finance, Senior/Finance Manager, or ADFM & P. This will encompass cover for other
    management accountants, routine trust wide tasks and ad-hoc projects.
    Service Development & Improvement
  • To plan workload to ensure weekly, monthly, quarterly and annual financial timetables are

  • met.
  • Make recommendations on improving financial control within the division and, if approved,

  • to carry out the implementation and monitoring of the new practice. To take a proactive
    approach to risk management and be responsible for flagging perceived risks within the
    division accordingly.
  • Recommend improvements and changes to working practices within the Finance Division.

  • To undertake surveys or audits as necessary to own work. Designs and conducts audits to

  • improve financial and accounting services. To seek out feedback from your service leads to
    better understand how your team is perceived and where change may be needed to
    maintain quality.
  • Continuously improves and develop the finance team customer focused service to the

  • divisions, ensuring that at all times the team is striving to achieve the highest levels of
    performance for customer service.

    ADDITIONAL RESPONSIBILITIES
    INFORMATION GOVERNANCE

    specifically adopted by the Trust. Information relating to patients, employees and business of
    the Trust must be treated in the strictest confidence and under no circumstances should such
    information is discussed with any unauthorised person(s) or organisations. All information
    collected, stored and used must be done so in compliance with the Data Protection Act, the
    Freedom of Information Act (2000) and all relevant Trust Policy. Breaches of confidentiality or
    information governance protocol may lead to disciplinary action.
    INFORMATION SECURITY
    All staff must adhere to the requirements of the Trust's Information Security Policy, which covers
    the deployment and use of all of the Trust's electronic information systems (i.e. all computers,
    peripheral equipment, software and data). In serious cases, failure to comply with the Policy
    may result in disciplinary action and could also result in a criminal offence.
    HEALTH AND SAFETY AT WORK Act (1974)

    INFECTION CONTROL AND HOSPITAL-ACQUIRED INFECTION
    Infection Control is everyone's responsibility. All staff, both clinical and non-clinical, are required
    to adhere to the Trust's Infection Prevention and Control Policies and make every effort to
    maintain high standards to infection control at all times thereby reducing the burden of

    Healthcare Associated Infections including MRSA. In particular all staff have the following key
    responsibilities:
  • Staff must wash their hands or use alcohol hand rub on entry to or exit from all clinical

  • areas and between each patient contact.
  • Staff members have a duty to attend infection control training provided for them by the

  • Trust.
  • Staff members who develop an infection that may be transmissible to patients have a

  • duty to contact Occupational Health.
