Full Job Description

This is an exciting time to be working as a PNC Operator for the Metropolitan Police Service. In addition to large-scale transformation, there's the unique and ever-evolving challenge of policing London. This means that as a PNC Operator, there are more opportunities for you to get involved with making London the safest global city in a time of unprecedented change within the UK's largest Police Service.

The Metropolitan Police Service (MPS) PNC Bureau is primarily responsible for maintaining, updating, and reviewing all information on the Police National Computer (PNC) relevant to the Metropolitan Police district area within set time constraints imposed by national PNC policy and legislation. The PNC Bureau is also predominantly responsible for completing PNC searches on all individuals attending the Royal Palaces. The purpose of these checks form part of required security risk assessments completed by the Royal Household Security Teams to ensure the safety of the Monarch, members of the Royal Family and the Royal Household community including all Palace staff. The checks completed not only look for direct identity matches but also possible matches, as there are attendees on numerous occasions, giving false particulars.

The gravity, sensitivity and importance of these PNC updates and security checks cannot be understated, as well as recognition of the concentration levels required to complete this type of work successfully and correctly within the allocated time frame. The MPS PNC Bureau is also the service lead responsible for several national functions which are carried out on behalf of all UK police forces., What does the average day look like? Your core duties will include:

  • General PNC Updates

  • PNC Circulations

  • Court resulting

  • PNC Broadcasts

  • Please note that all candidates will need to pass a PNC Names Enquiry course (2 days) and a PNC Names Updating course (2 weeks) within the first three months; candidates who don't pass either course on the first attempt, will have an opportunity to retake but failure to pass on the second attempt will result in a termination of their contract as this is an essential requirement of the role.

  • Please note this position attracts a shift allowance, shifts are for Monday to Friday alternating weeks of early shifts (7am to 3pm) and late shifts (1pm to 9pm).

  • The PNC Bureau (PNCB) Courts' Resulting Teams (CRTs) have responsibility for maintaining PNC records and accurately updating PNC on behalf of the MPS once court results have been updated on Libra, Common Platform and Bichard 7 systems (for Magistrates' Court cases), Xhibit and Common Platform (for Crown Court cases) and via dedicated mailboxes. The service provided by the Courts Resulting Teams is to deal with all exceptional cases where the results of cases are unable to be uploaded automatically onto PNC. There is therefore a high degree of analytical and research work involved in this area of business to ascertain the correct information so that the data can be updated onto the correct record on PNC. PNC is an active investigative tool and is relied upon for police investigations, operational use, sentencing and vetting.

The PNC service is maintained 24/7 throughout the year by PNCB, however the Courts' Resulting Teams generally work an alternating weekly pattern of early and late shifts Monday to Friday.

The post holder is required to have an appreciation of other departments' work as well as the role of the PNCB. This is to ensure that when officers call with queries or updates, explanations can be offered, and guidance given where officers may be unaware of the impact of their actions if procedures are not followed correctly. As members of staff are accountable for the information they update on PNC, accuracy is important. Actions undertaken may result in the individual justifying his / her actions in cases such as where there is a wrongful arrest where officers have relied on information supplied by the PNCB.

Members of the Courts' Resulting Teams are required to demonstrate that they can operate PNC updating and searching processes. The individual continues to receive 'in house' training until such time it is felt that the person is proficient. This is monitored by the CRT Managers.

Due to the unpredictable nature of operational policing, there will be competing demands on the Bureau, all of which are required to be dealt with in accordance with the priority set for each task, regardless of staffing levels, in what is often a pressurised environment. There is therefore a constant need to prioritise and re-prioritise tasks, taking in to account that all work in the Bureau is time-sensitive to varying degrees and that all calls must be dealt with.

  • Ability to effectively communicate verbally and in writing, at all levels both within and outside the MPS. High emotional resilience due to potential exposure to disturbing material and information.

  • The ability to work well as part of a flexible team made up of diverse individuals.

  • Excellent attention to detail, high levels of accuracy, and able to take a methodical approach. The job holder will be expected to assess highly detailed data and identify key points and relevant information.

  • Ability to maintain a high level of diplomacy, tact, and discretion in the managing of sensitive and confidential information.

  • Highly developed self-motivation, with a methodical, energetic, and positive approach to work.

  • The ability to show initiative by problem solving proactively.

  • Good organisational skills and able to multitask and prioritise workloads., Be self-confident with attention to detail, show ethics and integrity in the workplace, and the ability to plan, organise, and prioritise work.

  • Experience in analysing and interrogating data and/or reports. We view diversity as fundamental to our success.

Salary: The starting salary is £37,160 which includes allowances totalling £2,841, and 12.5% shift allowance.

  • The salary is broken down as £30,507 basic salary, which will increase annually until you reach the top of the scale £32,639. Plus, a location allowance of £1,841, a non-pensionable allowance of £1,000, plus a shift allowance of 12.5%
